5.1 仕組み
CCUSとは、産業や発電所などから排出される二酸化炭素（CO₂）を捕集し、地中に貯留（Storage）したり、燃料や化学品へ再利用（Utilization）する技術の総称である。
CO₂を「回収 → 輸送 → 貯留・利用」の流れで扱う点が特徴で、脱炭素社会における「移行期の必須技術」とされる。
捕集技術の主流は以下の3種類：
- 吸収法：アミン溶液などでCO₂を化学的に吸収。火力発電所など大規模排出源で普及。
- 吸着法：固体吸着材でCO₂を選択的に捕集。低エネルギー化・小型化に有利。
- 膜分離法：高分子膜や無機膜を用いてガスを分離。将来の低コスト化技術として注目。
5.2 最新事例
貯留（Storage）
- ノルウェーの「Sleipnerプロジェクト」では北海の枯渇ガス田に年間約100万トンのCO₂を貯留し、世界最長の実績を持つ。
- 米国では「Petra Nova」プロジェクトが石炭火力発電所からCO₂を回収し、油田増進回収（EOR）に利用。
利用（Utilization）
- 合成燃料（e-fuel）：再エネ由来の水素とCO₂を反応させ、航空用燃料やメタノールを合成。
- 化学品：尿素・ポリカーボネートなどの原料にCO₂を活用する研究が進む。
- 建材：セメント硬化時にCO₂を固定化する「カーボンストーン」技術が商用化段階に入っている。
日本の取り組み
- 北海道苫小牧CCS実証試験では、2016～2019年に累計30万トン超のCO₂を海底下に圧入し、安全性を確認。
- JERA、出光、ENEOSなどがCCUS商用化に向けた共同研究を進めている。
5.3 課題
- コストの高さ：CO₂回収単価は40～120ドル/トンとされ、カーボンプライシング水準を上回るケースが多い。
- エネルギー消費：吸収液の再生や圧縮に大量のエネルギーを要し、脱炭素効果を減殺する可能性。
- 貯留リスク：長期安定性、漏洩リスク、地震多発地域での安全性評価。
- 社会受容性：地下貯留に対する地域住民の不安や「温暖化対策の先送り」という批判。
5.4 将来展望
- コスト低減：新規吸収材・吸着材、膜技術により回収コストは2030年に30ドル/トン以下へ低下すると予測。
- CO₂利用拡大：e-fuel、プラスチック、建材などで「CO₂を資源とする産業」が拡大。
- ブルーカーボン連携：海藻や藻類による自然由来の炭素固定と、CCUS技術を統合した新モデル。
- 国際展開：二酸化炭素輸送網を国際的に整備し、CO₂排出国から貯留可能地域への輸送ビジネスが立ち上がる可能性。
CCUSは「完全解決技術」ではなく、再生可能エネルギーや水素と組み合わせた トランジション期の必須技術 と位置づけられる。今後は、産業プロセス・航空・セメント製造など「排出削減が難しい分野」での実用化が進むと考えられる。
